City staff requested that Caltrans issue a Notice to Proceed for the project’s preliminary engineering and environmental work, and to bring forward the appropriated federal funds to FY 17‐18. Caltrans has indicated that a decision on this request is anticipated to be made in February/March, 2018. The Notice to Proceed authorizes expenditure of federal grant funds.

The 112 year-old Main Street Bridge, listed on the National Register of Historic Places, crosses Pilarcitos Creek just south of Stone Pine Road. It is the primary access point to downtown Half Moon Bay from State Route 92.
The bridge is narrow and has no shoulders or space for bicycle lanes. There are two wooden deck walkways on each side of the bridge that are not compliant with the Americans with Disabilities Act (ADA), and are difficult to traverse by both pedestrian and bicyclists.
According to Caltrans’ 2013 inspection, the bridge’s condition is considered “structurally deficient and functionally obsolete.” The City and the Main Street Bridge Advisory Committee (MSBAC) have been working on a plan to rehabilitate/repair this bridge.
In 2016, the City applied for and was awarded federal grant funding for the rehabilitation of Main Street Bridge. The funding is allocated to begin in Federal Fiscal Year (FFY) 19-20. The total project cost is approximately $8.5 million with a federal share of approximately $7.5 million (88.53 percent) and local match of approximately $1 million (11.47 percent). Also in 2016 the San Mateo County Transportation Authority Board allocated $500,000 for the Main Street Bridge parallel bicycle and pedestrian bridge, an option that was then under consideration.
The MSBSC convened meetings in July and September, 2017. Its two recommendations were considered by the City Council on October 3, 2017: 1) that the City Council accept the E-76 “Notice to Proceed” as conditioned by Caltrans; and 2) retain the parallel bridge as a separate “stand-alone” project and allocate up to $20,000 to prepare a preliminary engineering study. The City Council concurred with and approved only the first recommendation.
